Scaled distance Z is the standard way blast effects are compared: charges at the same Z produce similar overpressure regardless of absolute size. TNT equivalence of 1 kg releases about 4.184 MJ by convention.
Relative effectiveness factors are nominal and vary with confinement, charge shape, casing, initiation and the effect being compared, whether that is overpressure, impulse or cratering. This tool is for post-incident scale comparison and teaching only. It must not be used for planning, and it does not predict injury or a safe distance, which require validated blast models and are set by competent authority.
Explosives are compared on a common scale by converting charge mass to the mass of TNT that would release comparable energy, using a relative effectiveness factor. RDX is about 1.6 times TNT, ANFO about 0.82.
Scaled distance, the standoff divided by the cube root of the TNT-equivalent mass, is the standard basis for comparison: charges at the same scaled distance produce similar overpressure regardless of absolute size.
