For evidence photography, focus on the plane of the item and stop down until the whole item and its scale are inside the near and far limits. Diffraction softens detail past roughly f/11 on APS-C and f/16 on full frame.
Depth of field is a perceptual limit, not a sharp boundary, and depends on the circle of confusion assumed for the output size. At the close focus distances used for fingerprint and toolmark work the standard formula loses accuracy, and the magnification-based form should be used instead.
Evidence photography needs the whole item and its scale acceptably sharp, which is a depth of field problem. Depth of field grows as the aperture closes, as the subject gets further away, and as focal length shortens.
Hyperfocal distance is the focus setting that puts everything from half that distance to infinity within the limits, which is useful for wide scene overviews. Stopping down past roughly f/11 on APS-C introduces diffraction softening that offsets the gain.
